Elementos da política ambiental do GDF para núcleos urbanos de população de baixa renda : dois estudos de caso : Ceilândia e Samambaia

Abstract

This study shapes a historical analysis of the creation and consolidation of two important urban nuclei, emphasizing the environmental policy management of the Govern of the Federal District in Brazil. It is focused thus in the experience of the planned establishment of urban housing nuclei for low income population. The history of the Administrative Regions of Ceilandia and Samambaia is compared and used as a basis to check the relationship between the Government of the Federal District (GDF) and the Federal Government of Brazil and its consequences for the policies definition of these two satellite-cities of the Brazilian capital, Brasilia. It also approaches the treatment that the two satellites received during the military and the democratic governments that have ruled Brazil lately. Environmental law and the Master Plan, linked to the environmental management during the implementation of the two cities, popular movements during this time and environmental education within the policy of GDF are also part of this analysis.
